Kastling comes from the word “castling,” a classic maneuver used in the strategic game of chess. Our client's vision is our king, and we aim to protect and execute with strategic precision. While every project varies in complexity and challenges, our core strategy is universal: research, execute, and adapt.  Ultimately, why should you trust Kastling Group® with your next IT modernization project? We are not generalists, and our product is not a Powerpoint. We are technical specialists, constantly researching and integrating the latest technologies that meet enterprise standards, so your organization can focus on the business execution.

Chief Executive Officer

Charlotte Lee is the Founder and Chief Executive Officer of Kastling Group®, an IT consulting company that specializes in modernizing aging software systems through human centered design. With her team at Kastling Group®, Charlotte has advised major redesign of the Government’s complex enterprise software at Agencies such as the U.S. House of Representatives, U.S. Patent and Trademark Office (USPTO), Department of Defense (DoD), Department of the Treasury, Department of Veterans Affairs (VA), and Pension Benefit Guaranty Corporation (PBGC). Understanding the high barrier to entry, but with a singular vision towards ethical modernization and technology policy, she co-founded Kastling Group® in 2013 with David Lee. Kastling Group® was awarded Top 40 Federal Contracting Companies by DCA. Ms. Lee is determined to make a positive impact in Federal Information Technology through her career and contributions.

In 2018, The American Council of Technology-Industry Advisory Council (ACT-IAC) awarded her the Rookie of the Year Award for her contributions to thought leadership and accomplishments in improving Customer Experience in Federal Government. She currently serves as the Industry Vice-Chair for the ACT-IAC’s CX Community of Interest. This is a leadership position which requires collaboration with Federal IT leadership to execute events, create artifacts of knowledge sharing, facilitate best practices, and advise with thought leadership in the domain of Customer and Citizen Services. Charlotte also served as the Chair of the Women in Leadership Committee for the National Contract Management Association (NCMA) Tyson’s Chapter. She valued the opportunity to lead this initiative to empower women in the Federal Contracting community as well as hold charitable events to assist women in the local community. Charlotte also holds several unique I.P. registered with the USPTO, such as a Trademark for “Ethical Modernization.” She holds a B.A. in Foreign Affairs from the University of Virginia.

David specializes in digital transformation strategy and implementation for large organizations and prioritizes customer experiences for target customers. He is a trusted expert in enterprise software architecture, custom software implementation, and automated testing. Most importantly, he fosters a belief in continuous learning in the fast-paced technical environment. With the mentality that knowledge should be spread, he prioritizes an open environment of communication, thereby strengthening any team he creates or joins.

David received his B.S. in Electrical and Computer Engineering from Carnegie Mellon University and is a graduate of the Goldman Sachs 10,000 Small Businesses Program at Babson College. He is also an alumnus of Accenture and Booz Allen Hamilton consulting and received his master's degree in business administration (M.B.A.) with a focus on Sustainability at the Yale School of Management. He currently serves as the Chief Technology Officer (CTO) for CapCenter in Glen Allen, Virginia.
